Top 2 TV networks – same city, same home on soft news – how?

Can our media readers explain how the top two national networks cover the same city, even the same home, with similarly named reporters, covering the same city spokesperson?

Tuesday, Cinco de Mayo, 2009, ABC and NBC covered the same soft news story. It even sounds like the same script. Can someone explain this?
